Freedom of speech means no legal consequences for the speech itself. However, if someone says they're planning to commit a crime, those plans can be investigated and the person can have legal consequences based on the prepared crime. So, it's not the words but rather the actions taken around the words.
Also, in a non legal sense, freedom of speech often have consequences. If someone says something bad they may be punched in the face. If a person freely uses their speech to propose to someone, those words, and the words used as a response have very weighty consequences.
