There's a non-zero chance that you happened upon an event taking place within a GPS based mobile app video game.

As an example, the popular game series Pokemon has a game called Pokemon Go that has "Community Days" where 1 specific type of pokemon shows up at all of the spawn points. People often flock to local parks such as the one shown in the video.

10 years ago when that game came out, a lot of people reacted this way to seeing the masses of people all on their phones not paying attention to reality around them.

I would be curious to see if what you observed occurs on Wednesday nights at 7PM, Monday afternoons at 1PM, Friday mornings at 8AM, etc. The Community Days tend to happen on Saturday and Sunday afternoons.

That's obviously not me in the video, but I hadn't considered this. Are those games still a thing? Rewatching from that perspective, it still seems like people going about their days, just glued to their phones.
