Indeed, in terms of water, Earth is almost a closed system. Of course you want the water in places where it's available for us. Glaciers are an impressive and lovely fresh water storage. All of the water in salty oceans would be inconvenient.

But since we humans are for the very most part not responsible for the climate changing, all those restrictive measures serve no environmental purpose.
