Monero (Cryptonote protocol), like Atlantis was, isn't an encrypted ledger, it doesn't have balance states to encrypt (it's a UTXO model blockchain).
Cryptonote uses various means of obfuscating amounts and addresses, like a shell game.
So no, there's no master decryption key so to speak, but it does use key images which can be analyzed to an extent.

Contrasting with Dero-HE, balances are actually a ciphertext number thats stored in permanently encrypted account states, no key images, no master keys, each account is an independent and permanently encrypted state that can only be interacted with/known if in possession of the particular account's private key.

The latter is also why instant balances for all assets are a thing on Dero.

The "shell game" part of Monero is only it's ring signatures (sender) Amounts and reciever don't appear on the blockchain at all. So in the scenario you correctly guess the true spend out of 15 decoys for a single tx "Hey guys this anonymous user sent $[redacted] to [redacted]" Much less data and...
