Don't call the consumer ISP. Look up their business branch and ask them. They will offer static IPv4 I'm sure.
I’ve got an “enterprise” connection; I pestered them about it and they’re insistent that they only do static IPv6. All their IPv4 is CGNAT, even on the business side.
