You can "own" Bitcoin.
There are limits to which you can "own" anything else, especially to the point of getting to the dystopian scenarios you describe of the wealthy "owning" the water, the hospitals, the roads, etc, in the *absence* of robust State intervention and protection on the behalf of the billionaires.
What is backing the billionaires' property claim in the absence of the State? We're in anarcho-capitalism territory here. I'm guessing your answer is private armies, but now we're right back into what happens to the soldiers' wives, who feeds them, who clothes them, etc.
You either have to imagine the (basically) free-market pluralistic society we have now, or the billionaires lose their ability to raise private armies, and with it the very thing protecting their (dystopian) property claim.
This is the ancap "what about the warlords?" question, basically.
