I am familiar with possibly even most of the exact text you have quoted and the concept, but I am not under any kind of debt burden. I also know that you cannot follow the law to extract payment without any precursory, verifiable, and justiciable debt or other mischief on the part of the other party. In any case, I would not want to do that.
The only use case I would have for an effective application of the USC or Lex Merchant would be to acquire segregated status that proactively blocks the collection of taxes on my behalf, such as EU VAT, which is the main place I am being harmed by the government.
