Centralised corps!! Bureaucracy in general is terrible. It is plenty of lazy people. But keep calm. I don't know if that will motivate you but many people face similar situations or worse. You are not the only one. So relax, try to solve it but the most important thing: DON'T GIVE UP. Force the person to work and solve the issue.
