You might be able to do this nicely at the relay level.
“Top up” your relay account with sats. Each note uses some of your balance. If you only connect to these type of “pay to post” relays then every post will have been paid for. It also solves the question of why anyone would run relays for free Additionally any client that allows relays selection would work with this type of paid relay. No special client interaction needed for paying at the time of post.
And if users don’t want it they can stick with the “no fee to post” relays. Let’s see which provides better value.
