it's not that they're retarded, gen pop thinks they're law abiding citizens that will never find themselves in a courtroom and most aren't wrong. they're not apathetic, they just don't feel a need to care. they still think "the court system is not perfect, but it works most of the time." same with the other systems... "not great, but its what we got." and the media cycles through so much fud, people are fatigued from it and are easily distracted wth the world cup or whatever other nonsense is happening at the moment.
