Proof of location is a hard problem. You would want rather high limits per location, so spoofers could pay relayers to get proofs.

Something cool is going on at location X: people would ask for "invites" and over time, an efficient market would evolve. People would have legitimate reasons to join those chats and mabe the relayer would openly sponsor the guest but nothing can force to reveal the relayer.

yes, you would have to build things so that you can realtime visualize the attestations I think, but once the snowball of actual good actor humans is big enough, I think it might work.. It would all depend on if humans thought it was useful enough to run attestations and prune them if they're a bot ...
