The system is designed to have blocks of a certain size. The miners and node runners really have no business inspecting the data in the blocks beyond is this a consensus valid transaction and is the fee sufficient for me to accept. If you aren’t prepared to run a node under full bitcoinization which will certainly mean persistently full blocks you simply are not going to make it.

I agree with your first sentence. The system was designed to have 1 MB blocks. Both the expansion to 4 MB and the Segwit discount are antithetical to the system’s designed purpose.
