I think it’s mainly because a lot of clients don’t support them the same way. For example, #Circl has private bookmarks. If I go over to Primal right now and bookmark something, it will disregard the encrypted content and overwrite the kind 10003 note with just that one unencrypted item. I learn...

Bookmarks actually do live on relays: kind 10003, a public list event. Sync breaks because some apps also stuff private encrypted items into that same list, and the next app rewrites the whole thing and wipes them. The rule that fixes it: merge, never overwrite.
