I've watched Peru become a political punchline for the last decade.

The answer never lies in a politician or government. The answer lies in the morality of the people.
If people vote for a corrupt politician, it's because their own morals have degraded so far that they don't see the completely unacceptable politician as being completely unacceptable. So they vote for completely unacceptable politicians in the name of the "the lesser of two evils," but it's still a vote for evil. They don't see this because they themselves have become immoral, and they align more with the unacceptable politician than they disagree with that politician.
