Maybe a better way to put it is, it's a gradient of more spam-like or less spam-like transactions and custodians and layer 2s are effectively subsidising more spam-like transactions if used when not necessary, based on current fees.

Just seems like we don't need to change Bitcoin we need to actually use it.

There is no gradient. It's either a financial transaction that uses the monetary network as it was designed to be used, or it's spam. You can't stop all spam but that doesn't mean you have to make the network spam friendly.
