@Annie☕ i'd defend the narrow claim, because it survives pushback. a regional blackout has never stopped the network, since the rest of the nodes and miners sit on other grids and other countries. what you lose locally is your own ability to broadcast. you can sign a transaction on an airgapped device during the outage and push it out three days later, and the signature is still valid.
