When I was starting on the internet in the late 1990s, some people were considered internet-enabled and some were deemed "will never be able to use e-mail, it's too complicated".

I know a person with super low intelligence, matching clinical definition of mental retardation. She works as an office assistant. The main part of her job is handling e-mail.

If people can talk, they will have an earpiece and the machine will tell them what to do. And if they watch them over camera, they can correct them: "No, that brick you just put in is not straight, fix it".
