I think the incentives of a monarch are definitely the most enduring and aligned for the preservation of legacy. But I think Polybius’ concept of anacyclosis is a thing.

Monarchy gives way to Tyranny. Tyranny is overthrown by Aristocracy. Aristocracy gives way to Oligarchy. Democracy rises from Oligarchy. Democracy degenerates into mob rule. A strong ruler assumes a new Monarchy.
