EVERY new house in any town or city is an HOA. I will say that not all HOAs are bad, just some, people should read the HOA rules before buying a house. When I lived in an HOA I admit it was not actually bad, it was simply to keep the neighborhood looking nice and had rules against people having junkyards next to you, and to prevent chain-link fences which are ugly.

If you want to avoid an HOA, you need to buy land outside of civilization and build a house on it, or live in the ghetto.
