she's not engaging with the term "neutral" in the same way as the speaker before her. yes, a gun is designed to threaten or kill - but the concept of killing is value-free - neutral. the context of the use is where the value or moral component lies.
One person has a gun, the other is unarmed.
1. The unarmed person begs to be shot, to be put out of their misery, because they're currently burning to death slowly.
2. The unarmed person is the gunman's hostage and begs to be released and not shot.

Same people, same gun, same act of pulling the trigger. but in the first, it is a kindness; granting someone's wish. in the second, it is harmful.
that's what is meant by "technology is neutral". even something designed to destroy, or to collect data, can be used in victimless ways.

If I want a private AI to collect data on myself in order to perform better for me, if it doesn't "spy on me" and collect data, it's doing me a disservice.

I understand your view, and agree to a point. I still think the way technology is built is not neutral. How it’s funded. Its incentives. How it’s coded. Will have to think harder on this… it feels like it wants to be both neutral and non-neutral, but can it be both?
