there's CCTV cameras everywhere in china because of reason 1/2 you've already known that big brother is watching everything, and more important reason 2/2 is that people want to and it works because the society is in a centralized trustless mode where no one is trusting another but a centralized source of power and arbitration.
thus it comes to a quite cyberpunk society- you don't trust any stranger by instinct you meet, but you feel very secure inside, because you know nobody is gonna fuck you around.
