@nprofile1q... hmm ... I think haskell can. statements are monadic or applicative expressions in a do block. and you can compute new kinds of block statements with BlockArguments too.
i'd also say forth counts. it's not unusual for most of the conditional and looping constructs to be computed from some much more primitive forward and backward [conditional] branches.
but i guess you meant something else that would exclude these examples?
