I’d counter and say that holding the 10 minute difficulty target matters more than holding the PoW Algo constant

Agreed, and I’d add to say 10 minute difficulty target, sha-256 and 1MB blocks are Bitcoin invariants/constants that are equally as vital as 21M.

You literally aren’t measuring the same conserved substrate if any change. Changing any and using the utxo set is “anchored to Genesis in bits only”.

PoW change can mean adding emergency difficulty adjustment. Changing hash algorithm is not required because this BIP110 chain will have only hash rate which follow rules of Bitcoin as money. If we can’t draw hash rate from other chain, we go far away and will become irrelevant.
