@nprofile1q... there definitely needs to be **enforced** rules to keep landlords from sidelining their properties and waiting for them to appreciate. i'm not really bothered by institutional landlords in principle, they are often better than mom-and-pop landlords because they are professional. but you have to **enforce** rules against hording housing as a pure financial asset.
