Yes, they are mostly filtering out spam, but there are 800,00 transactions in the mempool, plenty of spam free TX's to fill a full block.

I wonder if they've changed the storage mechanism, the limit seems to be just over 1,000 transactions per block, but I'm too ill to research it.
