If the government were so concerned about abusers, they'd be going full-speed chasing the rich, privileged, and highly-connected networks that we now know exist. This surveillance-focused plan will unfortunately get a lot of support in a country with a very particular media/cultural obsession and, at high levels, a depressing amount of technical ignorance.
