(Neoliberal) states are bankrupt in this scenat because they're respecting the property claims on assets that the billionaires are "leasing" to them.

States can just decide not to respect those rights and take the assets. States are always in the driver seat here because they have the militaries, and even more crucially, the belief by masses of their legitimate monopoly on violence.

Billionaires have neither, no matter how much money they get.
