In Google's case via the Play Integrity API that means permitting only operating systems licensing Google Mobile Services. That includes mostly insecure devices failing to provide patches. In this case it's a way to allow a specific set of operating systems developed in Europe which are failing to provide basic privacy/security patches and protections. It's actually anti-security.
