Your example, though, is not what I would consider a normal sized document that most people would work with. Most regular office workers deal with documents of a page or two. Maybe up to 10 or so for legal contacts and things.
So yeah. Maybe it's a case of odt having a bigger overhead. A bigger "envelope", if you will. I dunno.
For most documents that I work with in my day job, odts are significantly bigger in general than their docx equivalents.
