actually how the fuck does cuba get internet access? who do they peer with? anyone they’d peer with would be ultra sanctioned so how do they do it

who gives them IP address ranges? who put up the cables to give them internet? was it a while ago?

i’m actually curious about all this, i can definitely look some of it up i’m sure but i’m wondering if anyone knows about it
