It's the indirect means of scanning all user devices, that's the goal here, since that is the only way to 'target minors'. It's not his idea, but other unnamed parties.

the bigger problem is he also has no idea what he's trying to accomplish! hes in a holding pattern. if Burnham wins Makerfield, Starmer is gone and he knows it. if Reform get up (can't see Restore having the numbers) then he's safe for now. but will probably lash out in revenge. he's a lame duck, ...
