That's partially true. Energy consumption is indeed a key factor in Bitcoin's security, but hashrate also correlates with difficulty and thus security. Current difficulty is 409.51M.
I know what I said is hypothetical but I would argue that both hashrate and difficulty are “derivatives” of the amounts of used energy in my hypothetical case that everyone would use the same ASICs.
