Good idea. But in practice it is not too easy to do this while knowing only your voters can participate. And not some foreing bot-net.

The same problem as with digital voting.

I really would recomment the system we have in Switzerland. Here the parlament can write new laws. But the public has the power to stop every law by public vote.

So like a veto of the population. And even we can vote over new articles in the constitutions by popular vote only.
