"You will have no privacy and you will feel safe" is part of the "you will own nothing and you will be happy" soc...
The covid years should have enlightened us all to the fact that people are willing to cage or kill anyone if they feel afraid. Not to mention how far backwards they'll bend for authority, even potentially killing themself.
