It constitutes public admission that "welcomed as liberators" is entirely off the table, conventional warfare against military targets doesn't work either, and so the only possible way forward is to mass genocide everyone until there's nothing left.

Generally speaking you never want to admit this, even if in reality it's what you're doing.
