All they need to do is spaff money on DIE schemes (because they increase bureaucracy ad infinitem), let infrastructure go to pot (because maintenance is expensive and not at all vote-winning sexy) and then blame any problems on climate crisis/systemic whatever/institutional whateverism (insert as needed) and make sure that anyone who complains is discredited as a bigot/far-right/whatever-ist/phobe.
Solving a problem through competence and efficiency is probably so heteronormative and colonialist.
Until reality can no longer be ignored (even by the zealots who think reality can be wished away by concentrating on the glittery splendour in their heads) nothing will change.
