No, I don't think it means this. If a parent harms their child that's still wrong.
i.e. If an adult kills an illegal immigrant, they will still be trailed for murder.

It's more that you have rules and procedures that the state requires you to follow because it is assumed that the state has greater authority over your child than you do.

I get it, in a different scenario, I had a Lasting Power of Attorney for my Alzheimer's suffering father. The LPA caused more problems than it solved. In the end, I stopped admitting that I had it, because it was easier to action things without it.

I think i get the theory. Or even the sentiment behind it. I just don't understand what it would actually mean for a child in practice. That's where i have difficulties understanding the why of all this procedure
