Didn’t they say it’s the consumers and not the big businesses who foot the bill when there are tariffs? Then why send refund checks to the big businesses?
As a business operator dealing firsthand with the reality of tariffs, it’s typically the importers who pay the higher costs upfront.
Most importers absorb as much of the increase as they can, then pass a portion to manufacturers, who in turn pass their share on to retailers & then the consumers.
In the end, everyone shares the burden & retail prices rarely return to prior levels.
In this case, however, it appears that only the first in line businesses/ importers may receive refunds.
Trump may decide to cut checks to US citizens as a stimulus, tbd.
