No UK customs duty is usually charged on items valued £135 or under, but VAT still applies.
All goods imported into the UK from outside the UK, including from the EU, are liable to UK VAT (usually 20% on the total cost ie price of goods + shipping + duty).
Plus; if liable for customs duty, there’s usually a fee levied by the courier for processing and collecting the taxes on behalf of HMRC - another £8-£12ish.
It’s not as clear cut as that yet the lack of clarity works in HMRC’s favor - every time.
