VPN service apps can provide another DNS implementation without intercepting other traffic to provide a VPN or filtering for that. We recommend setting Private DNS to Off if you use a VPN in any profile anyway. Android didn't properly consider profiles and VPNs when implementing it and it can be done in a more flexible way without it. It's a useful feature but it would be nice if it was per-profile and worked properly with VPNs.
