Just the cell phone tower pings can nail down your location pretty accurately, though I get what you're saying.

I guess you could also just rely on the fact that everyone else has cell phones if you need to contact someone in an emergency. If someone asked me if they could call their mom or whoever on my phone, I'd probably let them.
