Isn't there something, like a simple java app that you can just run on an offline laptop, open a web page, enter in your entropy or use the CPU and just generate a paper wallet?

Yeah, I think the Ian Coleman webpage is pretty good and Coinoni forked one that will derive a Monero wallet the same way that the hardware wallets do.

I think the big, glowing caveat for this, though, is it's not safe for people that are not really thinking it through or technically inclined. I mean, I try to anticipate my own Dunning Kruger on stuff like this.

I literally don't do that except for on an old nearly dead laptop running Tails. Or if I'm just playing with numbers.
I actually checked the cold cards dice roll algorithms that way because I just wanted to make sure that it really did what it said it did even with the old firmware.
