As I have said often, cities, counties, and states need to start billing businesses who offload their labor costs onto taxpayers, as well as revoking the licenses to operate of businesses that cost the taxpayers money, engage in criminal activity (polluting, civil rights), and also revoke building occupancy permits as necessary.

Municipalities have ceded their power to corporations and it's time to stop that, dead.
