Price statistics do adjust for quality, but by estimate: sampling an item catches the price tag, unit pricing catches a smaller package. Thinner fabric or a fit that stops holding barely registers at all. That is why the index can look calm while the shopper feels robbed. Both measure different things, neither is lying. A shirt that survives ten years is the cheaper item, and the only purchase that keeps its worth in money that does not.
