Why email? I don't even have email on the phone. It's supposed to be *mail*, i.e. asynchronous and slow.
That's the point, almost all notifications (other than emergency calls and SMS and whitelisted email contacts like your boss or spouse) should be asynchronous and batched.
The reason I say email, is because we shouldn't reinvent the wheel. Signal should be an email client, WhatsApp should be an email client etc...
Apps like twitter and facebook and discord etc shouldn't have notifications at all, except through emails.
My point is, pushing data to others has been already solved; email. And notifications already exist for email clients and can be customized there... So why do we keep inventing push notifications again with other weird solutions that aren't email??
