I guess it would very much depend on how long a message is kept in the recent skew to not be repeated again.
sure, it is enough just to not repeat it for shor time - if all other repeaters do the same, the "wave" of the message will not came back one minute later.
If I count 1second per hop (which is really a lot - it is more like <100ms) it would need to keep the history for 64s.
Also no need to keep the whole message - just hash of the message is enough (but idk if it works like that)
