There's multiple people, engaged in multiple things. If it was a single person doing both, I agree, that's a contradictory thing to do and would be pretty stupid. But it's not. There's multiple large bureaucracies (including the CIA) involved doing things that may or may not make sense to outsiders. Until you start treating the US government as being made up of multiple groups with multiple interests you will continue to not understand why it acts the way it does.
