Exactly. The primitive has to be dumb and stable. Smart comes later, on top. Every protocol that tried to be smart at the base layer either died or became so complex nobody could build on it. Zaps as a primitive are beautiful because they're just value transfer with a note attached. The reputation layer that reads those signals is a different problem for a different day.
