spammed by what? are you proposing somehow you think someone can muster enough bandwidth to hit ... 2000+ bitcoin nodes so hard they don't function? are you aware of how expensive that is gonna be?

within a day of such an attack starting there will be a bitcoin fail2ban system if the existing bitcoin banscore system doesn't do the job already. the nodes will accumulate banscores for attempting to push spam transactions without backing off. they will just have their packets dropped. and you have to do that to thousands of nodes.

you really haven't thought this through.

I mean just spammed with transactions that put arbitrary data into the chain (and unlike OP_RETURN they will stack in the mempool)
