You can in fact get the state to help you. You start filling seats, doing the march through the institutions. You can also threaten enough of them with violence, bribe them, and just be an annoyance by constantly showing up as a lobbyist. Simply filing lobbying appointments is something that literally anyone can do! You just have to show up in DC and file a form for meetings as a citzien! I’ve had friends I’ve known do it for computing regulations we felt passionate about. If you are the only voice on a given bit of legislation, you are going to get what you want, because they probably don’t have any personal opinion on it. If you aren’t the only voice, you are balancing your opposing lobbies. Lobbying works, that’s why corporations pay for so many people to live in DC and be a full-time lobbyist!
